What is the DOST-SEI Capacity Building Program in Science and Mathematics Education (CBPSME)?

The Capacity Building Program in Science and Mathematics Education (CBPSME) is a scholarship program offered by the Department of Science and Technology-Science Education Institute (DOST-SEI) in cooperation with the National Consortium in Graduate Science and Mathematics Education (NCGSME).

This scholarship program is intended for qualified male and female applicants for the pursuance Master’s and Doctorate degrees in Science and  Mathematics Education. It aims to improve the quality of science and mathematics education in the country and accelerate the development of a critical mass of experts in science and mathematics education. This scholarship program can either be for a Master’s in Mathematics / Science Education or a Doctoral in Mathematics / Science Education.

Below is the list of the financial benefits that scholars or grantees are expected to receive when they applied for the  DOST-SEI Capacity Building Program in Science and Mathematics Education (CBPSME).

1. Under the Master’s Program, scholars or grantees are entitled to receive:

  • An actual Tuition & other school fees
  • A Php 25,000 stipend per month. Additionally, the stipends in the remaining months of the scholarship period shall be given to a scholar who completes his/her degree earlier than the end of the said period.
  • A Php 20,000 book allowance per Academic Year.
  • A Transportation allowance of 1 economy roundtrip fare per Academic Year. This financial benefit is only intended for those scholars who will study outside their home province.
  • A premium Group Accident & Health Insurance
  • A Php 60,000 for Thesis/Dissertation Allowance
  • A Student Research Support Fund that covers a Research Grant amounting to Php 89,000, a Dissemination Grant of Php 75,000, and a Mentor’s Fee of Php 36,000.

2. Under the Doctoral Program, scholars or grantees are entitled to receive:

  • An actual Tuition & other school fees
  • A Php 33,000 stipend per month wherein the stipends in the remaining months of the scholarship period shall be given to a scholar who completes his/her degree earlier than the end of the said period.
  • A Php 20,000 book allowance per Academic Year
  • Transportation allowance of 1 economy roundtrip fare per Academic Year is given to scholars who will study outside their home province.
  • A premium Group Accident & Health Insurance
  • A Php 100,000 Thesis/Dissertation Allowance
  • A Student Research Fund that covers a Research Grant amounting to Php 253,000, a Php 150,000 for Dissemination Grant, and Php 72,000 for Mentor’s Fee.

Qualifications

Here’s a list of the eligibility requirements that you need to know before applying for the DOST-SEI Capacity Building Program in Science and Mathematics Education (CBPSME) for both the Master’s and Doctoral Programs.

  • Applicants must be a natural-born Filipino citizens.
  • They must not be more than 50 years old at the time of application.
  • They must be in good health and of good moral character.
  • They must also pass the admission requirements for graduate studies at any of the NCGSME member universities.
  • Additionally, they must have at least two years of teaching experience in science and mathematics for a Doctoral; or at least one year of teaching experience, or have graduated with academic honors or graduated as a DOST scholar for a master’s.
  • Employed applicants are allowed to study full-time for two or three years (Residential Mode) and part-time for six years at UPOU (Distance Education Mode).
  • Employees of DepEd must be officially endorsed by DepEd (Signed Form 2A by Division Superintendent and Regional Director).
  • Additionally, they must have been in service for at least five (5) years.
  • As well as have at least a Very Satisfactory performance rating for the last two (2) years.
  • For the employed non-DepEd applicants, they must provide a Certificate of Employment, and Permit to Study (Signed Form 2B by the Head of the University).
  • Applicants must not also be recipients of other scholarships and are willing to accept the terms and conditions specified in the Scholarship Contract.
  • More importantly, applicants must be a Ph.D. graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second Ph.D. degree or an MS/Ph.D. non-scholar graduate (not S&T related) who intends to pursue a second MS/Ph.D. degree.
  • They are not qualified for the said scholarship grant if they are a Ph.D. graduate (scholar or non-scholar) who intends to pursue another MS degree program or an MS graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second MS degree.

How to Process DOST-SEI CBPSME Program

Here is a step-by-step guide when applying for the DOST-SEI Capacity Building Program in Science and Mathematics Education (CBPSME).

Step 1: Apply for your desired school placement that offers or covers the field of specialization you wish to take up.

Step 2: After submission of the application together with the required documents, the University screens and evaluates the accomplished application form and other documentary requirements of the applicant.

Step 3: Afterwhich, they conduct interviews with short-listed applicants.

Step 4: Then, the University endorses the list of potential qualifiers to SEI.

Step 5: Then, the DOST-SEI validates the eligibility of the potential qualifiers for the scholarship.

For the DepEd teacher applicants, the DOST-SEI endorses to DepEd the list of names of potential qualifiers from DepEd who are teaching and non-teaching personnel with at least five (5) years in the service and with at least a very satisfactory performance rating to the last two years per DepEd D.O. 68 s.2009.

After that, the DepEd issues a potential qualifier Certification re-Permit to go on Leave with Compensation.

DepEd endorses to DOST-SEI the list of qualified DepEd teachers and non-teaching personnel for final approval of the DOST Secretary.

Step 6: When the DOST Secretary has approved the list, it is considered final and unappealable. Then, the DOST-SEI, through the Consortium Project Directors, sends the notice of award to the awardees.

Important Reminders

Here are some of the important reminders that you must remember when applying for the  DOST-SEI Capacity Building Program in Science and Mathematics Education (CBPSME).

  • Scholars or awardees must enroll in the required academic load per semester and study full-time/part-time (UPOU) in any of the identified training institutions.
  • They must also maintain a grade point average/general weighted average required by the Graduate School of the university and comply with the university’s academic requirements to remain in the scholarship program.
  • Additionally, they must comply with the terms and conditions of the Scholarship Contract to be entered into among himself/herself, the DOST-SEI, and the Training Institution.
  • They must also render service in the Philippines upon completion of the degree along the field of specialization for a period equivalent to the length of time the scholarship is enjoyed.
  • Scholars must also refund the scholarship grant with 12% interest for non-completion of the program within the prescribed period of study and/or failure to comply with the service obligation.
