The Commission on Higher Education (CHED) is inviting the country’s brightest Senior High School graduates to apply for the Bagong Pilipinas Merit Scholarship Program (BPMSP), a merit-based grant that helps incoming college students cover the cost of their studies. Applications for the Higher Education Track are now open through the official BPMS portal.
The program targets high-performing students entering priority degree courses and rewards academic excellence with substantial yearly financial support.
Benefits
The amount a scholar receives depends on the type and location of their school. Approved beneficiaries may get:
- Up to ₱208,000 per year for students in private universities within Metro Manila
- Tuition subsidy of ₱75,000 per semester (private Metro Manila schools)
- A stipend of ₱25,000
- Book and internet allowance of ₱4,000
- Up to ₱98,000 per year for students in private schools outside Metro Manila
- ₱29,000 per semester for students in State Universities and Colleges within Metro Manila
Document Requirements
Applicants should prepare clear, complete, and readable copies of the following:
- PSA Birth Certificate
- SF9 or Form 138 (Senior High School Report Card)
- Proof of parents’ or guardians’ income
- Enrollment Form
- Signed Parent or Legal Guardian Certification (Annex L)
Qualifications
To be eligible for the Higher Education Track, an applicant must be a Filipino citizen entering first-year college who ranked within the Top 5 of their graduating class or earned a General Weighted Average of at least 95 percent. The combined annual income of parents or guardians must not exceed ₱2,000,000. Applicants must also be enrolled in a CHED-designated priority course and must not have taken any prior college units or earned a tertiary degree.

The Bagong Pilipinas Merit Scholarship Program covers selected priority courses aligned with the country’s key workforce and development needs.
Eligible programs may differ depending on the application period, region, and the official guidelines in effect.

Procedure How to Apply
Applications are processed entirely online through the BPMS portal in an 11-step flow: create an account using a personal email, verify your email, complete your personal profile, fill out your household profile, enter your academic information, choose your institution and priority program, upload the required documents, review your application, submit it, wait for evaluation and notification, then complete post-selection requirements if awarded.
Application Process
Applicants for the Bagong Pilipinas Merit Scholarship Program must file their application online through the official BPMS portal. To avoid errors or delays, each step should be completed carefully and all details must match the submitted documents.
Step 1: Create an Account
Start by registering on the BPMS portal using an active personal email address. It is best to use an email you can still access after graduation.
Step 2: Verify Your Email
After signing up, check your inbox for the verification message. If it does not appear, look in your spam or junk folder. Email verification is required before you can proceed.
Step 3: Fill Out Your Personal Profile
Provide your personal information accurately. Your full name, birth date, and other details should be consistent with your PSA birth certificate and school records.
Step 4: Enter Household Information
Complete the household profile and prepare the income details of your parents or legal guardians. The declared combined annual gross income must not go beyond ₱2,000,000.
Step 5: Provide Academic Details
Enter your Senior High School information, including your grades or class ranking. Make sure these match the entries in your SF9 or Form 138.
Step 6: Select School and Program
Choose your preferred institution and eligible priority program through the portal. For the Higher Education Track, applicants must select a CHED-recognized school and approved course. For the TVET Diploma Track, applicants must choose a TESDA-registered institution and priority diploma program once available.
Step 7: Upload Requirements
Submit all required documents in clear and readable copies. Incomplete or blurred files may affect the evaluation of your application.
Step 8: Review Your Application
Check all the information you entered before final submission. Review your contact details, school, chosen program, grades, and uploaded files.
Step 9: Submit the Application
Once everything is complete, file your application through the portal. Applicants may no longer be able to edit their details after submission, so it is important to review everything first.
Step 10: Wait for Evaluation
After submission, CHED or the appropriate regional office will review the application and verify the documents. Updates may be sent through the portal, email, or official communication channels.
Step 11: Comply With Post-Selection Requirements
Successful applicants may receive a Notice of Award. Those selected must follow the instructions provided, which may include signing the return slip and submitting additional enrollment documents within the given period.

There is no paper form. Register and submit everything through the official BPMS portal at bpms.ched.gov.ph. Use an email you can access long-term, since school addresses may expire after graduation.
Deadline
The application window for the Higher Education Track closes on June 30, 2026, or once all slots are full. Students are encouraged to apply early, as spots may run out before the cutoff date.
